Bill Goggin - Senior Biologist

Mr. Goggin joined the firm in 2010. He is responsible for performing wildlife and botanical surveys, jurisdictional delineations of wetlands and Waters of the U.S., data analysis, and reports in support of management agreements, permits, and mitigation monitoring. He assists clients in complying with the federal Endangered Species Act, the California Endangered Species Act, Section 404 of the Clean Water Act, California Fish and Game Code, and local (county and/or city) regulations. Mr. Goggin is also well versed in the preparation of environmental documents in compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).

Mr. Goggin has over 17 years of professional experience in wildlife biology, advanced ecological studies, planning and associated environmental regulatory compliance support. His comprehensive project management, biological/wetland field experience and client development experience includes extensive CEQA/NEPA document and permit preparation and coordination, performance and successful submittal/approval of over 25 U.S. Army Corps of Engineers wetland delineations, preparation of biological mitigation monitoring plans, and advanced ornithological and botanical expertise, including special status plant and animal identification. Mr. Goggin has worked on numerous large projects throughout the Pacific Coast region, most recently in the San Francisco Bay Area, Central Valley, and Central California Coast.
