Vistra Energy Morro Bay Battery Energy Storage System Application Processing

EMC Planning Group is assisting the Morro Bay Power Company LLC
(Vistra Energy) with application processing and environmental technical documentation for a Coastal Development Permit (CDP) and a Conditional Use Permit (CUP) from the City of Morro Bay to construct, operate, and maintain a Battery Energy Storage System (BESS) and associated infrastructure, capable of storing 600 megawatts (MW) of electric energy and discharging this electricity to the grid for a minimum of four hours. The project is proposed at the Morro Bay Power Plant.

EMC Planning Group prepared the application package, which included the existing setting, site history, application forms, a set of plans, technical reports (cultural resources, biological resources, traffic and parking analysis, noise analysis, landscape plan, visual simulations, and an air quality, greenhouse gas emissions, and energy analysis report), and an analysis of the project’s consistency with applicable policies in the Morro Bay General Plan. The City of Morro Bay is currently reviewing the application and preparing an environmental impact report.
