Richard James, AICP, Celebrates 10 Year Anniversary with EMC

A Principal Planner with EMC, Richard plays an integral part in the growth and success of the firm.

In the past 10 years, Richard has been involved in countless projects, in numerous cities and counties, and has helped shape many communities. Some of the more noteworthy projects he has worked on include the Seaside Highlands Environmental Impact Report (EIR), Seaside Resort EIR, Rancho Roberto EIR, Soledad Zoning Ordinance, Los Banos Community Design Standards, and the Transportation Agency for Monterey County's Bicycle Map Update.

PROJECT HIGHLIGHTS

Salinas Agricultural-Industrial Business Park Specific Plan EIR,
City of Salinas

EMC Planning Group Inc. is currently preparing a program-level EIR for a proposed 257-acre agricultural industrial business park for the City of Salinas. The proposed project requires the following City of Salinas entitlements/approvals: sphere of influence amendment, prezoning, annexation, general plan amendments, permanent zoning, specific plan adoption, subdivision, and site plan review.

Carmel Valley Road Improvements EIR,
Monterey County Public Works Department

EMC Planning Group Inc. is currently preparing this EIR to address significant impacts associated with intersection improvements along Carmel Valley Road in Monterey County. The intersection improvements proposed require removal of a portion of an historic tree row. Other issues addressed in the EIR include impacts to vegetation and wildlife, and visual impacts, as well as alternatives.

City of Soledad Municipal Staff Support,
Miravale III Specific Plan

EMC Planning Group Inc. is assisting the City of Soledad with processing the 920-acre mixed-use Miravale III Specific Plan. Proposed uses include 1,470 single-family residential units, 2,730 multi-family residential units (including affordable housing, workforce housing, and senior housing units), 120 hotel rooms, 275,000 square feet of retail and commercial space, and an 18-hole golf course.
