Michelle L. Normandin Celebrates Four Year Anniversary with EMC Planning Group

EMC Planning Group is pleased to announce Michelle L. Normandin's four year anniversary with the firm. Michelle, a Designer and Senior Planner, has extensive knowledge and experience in the land use planning and development field and is an integral part of the firm.

In the past four years, Michelle has been involved in a variety projects, in numerous cities and counties, and has helped shape many communities with her design expertise. She recently completed the Riverbank Cannery Site Feasibility Study and Cannery Reuse Project Description, which involved a site yield and density study and preparation of mixed-use conceptual site plans for the redevelopment of a former industrial site in downtown Riverbank.

Her experience enables a multi-faceted understanding of opportunities and constraints involved in residential, commercial, mixed-use, industrial and open space land development projects. Michelle spearheads EMC Planning Group's sustainable land use design services and provides high quality, detailed work products using AutoCAD software.

Currently, Michelle is working on a specific plan for the Fairview Corners Residential project, adjacent to the future Gavilan College San Benito Campus project located in San Benito County.

PROJECT HIGHLIGHTS

Gavilan San Benito Campus and Fairview Corners Project, San Benito County

EMC Planning Group provided overall Master Planning project oversight, coordination, and management for both the proposed 57-acre Fairview Corners, LLC residential housing development project and the adjacent 137-acre Gavilan San Benito Campus project (approximately 80 acres). The projects are located directly north of Airline Highway (State Route 25) and east of Fairview Road in an unincorporated area of San Benito County, southeast of the City of Hollister. These projects would have shared roadways, open space, and project infrastructure.

The coordinated land planning efforts included a review of an EIR, comments, and response to comments to the EIR including review of associated technical reports, review, and input on findings necessary to certify the EIR and approve requested entitlements by the Gavilan College District Board.

EMC Planning Group’s land planning and entitlement processing efforts for the approximately 57-acre residential project have included preparation of San Benito County project application materials (Preliminary Allocation, General Plan Amendment and Rezone). Currently, EMC Planning Group is preparing a specific plan that provides the land use planning and regulatory guidance for the Fairview Corners, LLC residential development project.

Christopher High School, Gilroy

Once an environmental consulting firm such as EMC Planning Group completes the environmental review process pursuant to the California Environmental Quality Act on a public or private project, our involvement on the project generally comes to an end. Recently however, we were invited by the Gilroy Unified School District to the dedication ceremony of Christopher High School, the district’s second comprehensive high school, which was completed and opened this fall.

EMC Planning Group assisted the district with CEQA compliance for property acquisition and development of the high school site, as well as for several other school sites located throughout the City of Gilroy. Those schools have since been constructed, as well. Below are photographs of the new Christopher High School, Ascension Solorsano Middle School, and Antonio Del Buono Elementary School.

We congratulate the Gilroy Unified School District Board of Trustees, Superintendent Dr. Deborah Flores, her staff, and consulting team on the completion of Christopher High School and their dedication to serving the students of Gilroy.

Sunnyvale Avenue Improvements, Sunnyvale

Under contract to the lead consultant HMH, EMC Planning Group assisted the City of Sunnyvale with National Environmental Policy Act (NEPA) compliance for the acquisition of federal stimulus funding through the American Recovery and Reinvestment Act of 2009. The scope consisted of a site visit, research, and preparation of a Caltrans’ Preliminary Environmental Study Form.
