Air Quality and Greenhouse Gas Emissions Analyst

We are currently seeking an Air Quality and Greenhouse Gas (GHG) Emissions Analyst to model criteria air pollutant and GHG emissions, determine exposure levels and evaluate health risks, quantify energy demand, analyze modeled results, assess impacts for the purposes of the California Environmental Quality Act (CEQA) and prepare reports. Clear and concise writing skills, as well as excellent communication skills, are required. The Analyst will work independently and collaboratively with EMC Planning Group staff and clients to coordinate work products and to ensure they can be seamlessly integrated into CEQA documents. Entry level candidates may be considered.      

Experience (must meet all minimum requirements for consideration):

  • Bachelor of Science Degree from a four-year college or university in environmental studies, chemistry, engineering, or other relevant science or technical field;
  • Knowledge of state, air district, and local agency air quality, GHG and energy plans, regulations and legislation;
  • Experience with CalEEMod, EMFAC, and ROADMOD;
  • Familiarity with AERMOD or other dispersion models is a plus; and
  • Demonstrated professional experience with preparing CEQA documents.


  • Manage and conduct air quality and GHG impact analyses, health risk assessments, and prepare individual reports and CEQA documents;
  • Quantify construction and operational health risks, air quality and GHG emissions for a variety of project types and scenarios using the types of models referenced above, and professional practices regarding model methods, and assumptions;
  • Research and interpret air quality and climate change legislation and policy;
  • Interpret model results to identify impacts and recommend mitigation solutions;
  • Coordinate between EMC Planning Group office staff, clients, regulatory agencies and others;
  • Prepare proposals for air quality and GHG analyses including scope, schedule, and budget; and
  • Perform and manage multiple tasks within scope/budget/schedule expectations and ensure quality project deliverables.


  • Understanding of air quality and GHG regulations and their relationship to CEQA;
  • Knowledge of appropriate air quality impact assessment guidance/requirements such as those issued by the US EPA, CARB, OEHHA, and local air districts;
  • Demonstrated organization skills, strong written and oral communication skills, and a work ethic focused on high quality products;
  • Ability to collect and synthesize data and prepare written reports within time and budget constraints;
  • Proficient in Word and Excel; and
  • Ability to work independently and in a team environment.
